When an orange-code alert for hydraulic risk goes out, the difference between getting to safety and being caught off guard is measured in minutes. It is in these narrow windows that a civil protection system proves its worth: how clear it is, how fast it is, how well it reaches the people who actually live the territory. The new Cittadino Informato — the portal and mobile app we developed for ANCI Toscana — was built around exactly that question.
Technically, the heart of the system is the real-time connection to the Regional Functional Centre’s data on weather alerts and wildfire risk, delivered to citizens through an alerts dashboard, interactive maps with risk zones and assembly points, and certified push notifications.
The project replaces a now-stratified infrastructure — a dated WordPress installation, an external geographic database, a series of custom scripts — with a federated platform that brings over 165 municipalities together into a single coherent experience. Each administration retains full autonomy over its own content thanks to a streamlined CMS built on top of a WordPress multisite architecture. Citizens, for their part, find the information they need about their territory in just a few taps, regardless of which municipality publishes it.
The native iOS and Android app, bilingual Italian/French, is designed to orient before it informs.
The SCT cloud infrastructure guarantees service continuity and scalability. Content migration from the legacy system was completed in full, with no loss of historical records.
This technical solidity is matched by a precise communication choice. The visual direction defined by ANCI works with warm gradients and a welcoming atmosphere: civil protection presents itself to the citizen as a service close at hand, not as a distant institution. The infographics — dedicated to the behaviours to adopt for each type of risk (hydrogeological, hydraulic, snow, wind, wildfires, heatwaves, drought) and their corresponding alert codes — translate into a handful of images what would otherwise require pages of regulatory text.
Cittadino Informato is a project that shows what happens when design, development and institutional data management work together towards a civic objective: making sure that, when an emergency strikes, the information reaches everyone — and reaches them first.
